Vilamalla: The Territorial Cornerstone of Europe’s Semiconductor Sovereignty

The challenge of European semiconductor reindustrialisation is no longer just a high-level policy debate in Brussels; it is becoming a grounded, territorial reality.

Recent reports from Empordà.info have highlighted the growing momentum behind the proposal for a major industrial semiconductor hub in Vilamalla (Alt Empordà). This development marks a critical milestone in the FabCat.eu strategy to position Catalonia as a vital node in the European microelectronics value chain.

Beyond Research: The Shift to ERSFabs

For too long, the European conversation has been dominated by “Pilot Lines”—essential for low-TRL research but insufficient for industrial resilience. The Vilamalla project is designed to achieve the foundry production and the resilience under the ERSFab (European Resilience and Skills Fabs) model in Anglès/Riudellots.

Unlike traditional foundries, an ERSFab serves a dual purpose:

  1. Industrial Resilience: Providing high-volume manufacturing capacity (TRL 6 through 9) for mature nodes like 22nm CMOS, which are the lifeblood of the Automotive, IoT, and Health sectors.

  2. The “Teaching Hospital” Model: Acting as a “Skills Factory” where vocational training, university degrees, and PhD research co-exist with real-world production to close the European talent gap.

The Strategic Advantage of the “Catalan Mesh”

The choice of Vilamalla is not accidental. Its integration into the Mediterranean Corridor provides the logistics necessary for a pan-European supply chain. Furthermore, its proximity to the MAT (Very High Voltage) power line ensures the energy stability required for a 24/7 foundry operation.

This site represents the “Catalan Mesh”—a transborder industrial axis that links Catalonia with Occitanie, creating a powerhouse of innovation and production that can compete on a global scale.

Open Revision: Confirming Territorial Support

We are currently in the open revision phase of the FabCat strategic roadmap. The goal is clear: to demonstrate to the Spanish Government, the PERTE Chip authorities, and the European Commission that the territory is not just “interested,” but ready.

The industrial readiness of the Alt Empordà region, backed by the academic strength of the FabCat Academy, provides the “Strategic Resilience Facility” status that the EU Chips Act demands.

The Cost of Inaction

As we see global competitors like UMC reporting record margins in mature nodes, Europe cannot afford to remain in a state of “research-only” dependency. The proposal for the Vilamalla foundry is a call for a Go/No-Go decision.
